I’m totally unproportioned.

I have a small upper body and small waist and a bottom half is bigger than my hips, buttocks and thighs. I have great difficulty finding pants that fit me. I have to buy pants that are too big in the waist to fit hips and buttocks and then seem to be showing my underwear all day, and wearing a belt does not help, only whole bunch of extra fabric around my waist making it look worse . Does anyone have any suggestions where to buy clothes for large women with small lower upper halves?

Congratulations pear shape. When you are trying on pants to buy, finding a pair that fits well in the end zone, then the waist altered by a tailor. It is usually inexpensive.
